Francesco
Frangialli is Secretary-General of the World Tourism
Organization. He served as Deputy Secretary-General from
January 1990 to September 1996, when he assumed the top post
WTO ad interim. He was elected to that post by the General
Assembly in 1997 for the period 1998-2001, and again in 2001
for the period 2002-2005. Mr. Frangialli has an extensive
background in public administration and served from 1986 to
1990 as Director of the Tourism Industry in the French
ministry responsible for Tourism. He has a degree in economics
from the Paris School of Law and Economics, studied at the
National School of Administration (ENA) and is a graduate of
the Paris Institute of Political Studies, where he was a
lecturer from 1972 to 1989. |

| Enrique V. Iglesias |

Enrique V. Iglesias is President of the
Inter-American Development Bank, the main source of
multilateral financing for Latin America and the Caribbean.
Prior to his election as IDB President, Iglesias was
Uruguay's Minister of Foreign Relations (1985-1988);
Executive Secretary of the U.N. Economic Commission for Latin
America and the Caribbean (1972-1985); and President of
Uruguay's Central Bank (1966-1968). In 1986 he was Chairman
of the ministerial conference that launched the Uruguay Round
of international trade negotiations that led to the creation
of the World Trade Organization. University professor,
researcher, and author of numerous specialized books and
articles, he graduated from Uruguay's Universidad de la República
in Economics and Business Administration. Born in Asturias,
Spain, Iglesias is a naturalized Uruguayan citizen. |

| James Adams |

Mr.
Adams is Vice President and Network Head, Operations Policy
and Country Services, at the World Bank.
Since joining the Bank in 1974, he has held a variety
of operational positions in East Asia, Latin America, and
Sub-Saharan Africa. Most recently, Mr. Adams served as Country
Director for Tanzania and Uganda. He has also served as
Director for Operations Policy, and as a Division Chief of
several departments. Before joining the Bank, Mr. Adams worked
as a loan officer for Merchants Bank, in Syracuse, NY. Mr.
Adams studied at Colgate University, and holds an MPA from
Princeton University. |

| Andrew Natsios |

Andrew S. Natsios was sworn in on May 1, 2001, as
administrator of the U.S. Agency for International Development
(USAID), the government agency that administers economic and
humanitarian assistance worldwide. President Bush has also
appointed him Special Coordinator for International Disaster
Assistance and Special Humanitarian Coordinator for the Sudan.
Natsios served previously at USAID, as director of the
Office of Foreign Disaster Assistance (1989-1991) and as
assistant administrator (1991-1993) for the Bureau for Food
and Humanitarian Assistance (now the Bureau for Humanitarian
Response). Before assuming his new position, Natsios was
chairman and chief executive officer of the Massachusetts
Turnpike Authority (2000-2001).
Before that, he was secretary for administration and
finance for the Commonwealth of Massachusetts from March 1999
to April 2000. From
1993 to 1998, Natsios was vice president of World Vision U.S.
Natsios served in the Massachusetts House of
Representatives from 1975 to 1987. After serving 22 years in
the U.S. Army Reserves, Natsios retired in 1995 with the rank
of lieutenant colonel. He
is a veteran of the Gulf War.
Natsios is a graduate of Georgetown University and
received a master's degree in public administration from
Harvard University's Kennedy School of Government.
He has taught graduate and undergraduate courses at
Boston College, the University of Massachusetts, and
Northeastern University.
